This is one of the new language quests introduced with the expansion pack Echoes of Faydwere *EoF*. It starts by talking to a named gnome in the gnomeland security area named Lingualogian Roosey. The climbable wall leading to the Gnomeland Security area is at -644 131 951 and Roosey is at -635 174 1094. After talking to her you will be given a big *not in your inventory* in which you will place “Deep earth runes”. Sadly the runes are uncommon-semi rare drops off bugbears and kobolds.

Once you get all 15 runes head back to Roosey in the Gnomeland Security area to finish your quest. If you are level 60+ the best place to get runes as well as xp is in Kaladim. If you are lower than that ButcherBlock Mountains will work just as well but will take some time.
