You must be level 60 or above in order to obtain the quest from the quest giver. This quest begins in West Freeport and is the evil starter quest for the Claymore Quest line. You will need to head to the inn in west freeport and talk with one of the Freeport Emissarys. The exact location of the "A Freeport Emissary" is +247 -4 +170 and once you begin talking with him he will explain what has happened.

Queen Antonia had some guests over at her castle which turned out to be a band of thieves who have stolen the Qeynos Claymore. The Qeynos Claymore is an item of mysterious and great power that has resided in Qeynos for a long time being held by Qeynosian rulers. Your Job will be to go after those thieves and reclaim the Qeynos Claymore in the name of the Overlord.

Luckly you will be transported near your objective Jabber Longwind. Jabber will tell you about the Hooluks, the aviaks, and the Droags that reside within the Kingdom of Sky realm/Overrealm. Jabber will then point you to a small band of freeport people who are at the bottom of the Hidden Refuge which is below the waterfall.  The best way to get there is to zoom out to 3rd person and aim for the small patch of blue water on the top right side of the circular pond. If you land successfully you will now swim out and head toward the Freeport camp which is off to the right and is the first one you come across. Tayil N'Velex's exact location is +182 -231 +102 and once you begin talking with her your quest will update automatically.

You will finish the quest In The Overlord's Secret Service and move onto the quest Burglars Afoot. The Burglars Afoot quest takes place entirely within the Tenebrous Tangle realm in the Kingdom of Sky.
