Here are the rune locations for the To Speak As A Dragon quest.  

• Vee Rune: South Qeynos in the Mage Tower. Location 698 82 127 under the steps using the green teleport.
• Fen Rune: North Freeport in the Academy of Arcane Science Library on the second floor. Location 3 7 -116 , it is on the table.
• Dar Rune: Fallen Gates in the back portion, from the entrance go left following the path till you reach a pond. Go left again at the pond up the left path way till you reach a small village area. It is in the small hut on the table as a scroll. Location 168 18 -84
• Aerr Rune: StormHold towards the back of the library. It is very difficult to see and appears as a book on the middle portion of the bookshelf. Location -127 -32 -140
• Vul Rune: Nektulos forest in the same castle where you kill Captain T'snaee for the Shiny Brass Halberd. It is on the second floor in a small nook in a chest. Location 701 10 -735
• Phar Rune: Thundering Steppes in Thunder Mist Village in one of the huts behind the counter. It will be inside of a small back pack. Location 609 0 -86
• Kor Rune: Runnyeye just before the clay golemn mud pit area. It will be in a pile of junk and be inside of a chest near a banner. Location -72 1 -95
• Sev Rune: Runnyeye in the goblin banker room on the second part of the shody structure. It is hard to see and you may need to go into first person. The rune will appear as a scroll laying on the timber. Location 62 -11 -13
• Tal Rune: Rivervale in the library house under the table. It will appear as a book and you may have to go into first person to see it. After getting it a wave of deathfist orcs will attack you. Location -834 -6 -108
• Gor Rune: Rivervale in the water mill house where you encounter the lamia for The Reaching Blade of The Assassin heritage quest. It is in the second room on a bookshelf. Location -514, 0, -216
• Shi Rune: Ruins of Varsoon in the Tome of Life Room. It will appear as a book. Location 7 4 70
• Mir Rune: Ruins of Varsoon in the Room of the Enchanter. It will appear as a scroll on the bookshelf. Location 256 -3 133
• Xak Rune: Feerrott located inside of the pyramid where the Eye of Vul spawns. Location -329 -5 849
• Gresh Rune: Feerrott located inside of a tent in the merchant area near the Kingdom of Sky Teleporter. It is in the top rafter part standing vertically appearing as a scroll. Location -148 13 188
• Draeden Rune: Feerrott located under a bridge near the first main river stream. It will appear as a book and you may need to go to first person to see it. Location -342 -7 492
• Trena Rune: Cazic Thule in the Pool of Dread room appearing as a book next to a set of stairs. Location 3 -2 6
• Trana Rune: Cazic Thule in Ux Uvol's room appearing as a scroll on the table. A named monster may appear here or a regular eye monster so be aware. Location 0 -12 98
• Rakta Rune: Cazic Thule in the Torture room located next to a set of stairs. If you come from the Pool of Dread room it will be the farthest step near the door appearing as a book. Location -35 -1 8
• Kyth Rune: Permafrost on top of the table where the named epicx2 Alangria spawns. This mob is no push over and will quickly dispatch your group. Location -150 3 -452 , appears as a scroll and you may have to zoom fully out to 3rd person to see it.
• Vak Rune: Permafrost on top of the table in the meeting room area. It will appear as a scroll and you can use the chairs to get up onto the table. Location 160 6 -432
• Sissra Rune: Permafrost behind the table on the right if you enter the room through the hallway or the left table if you come down the shaft. It will appear as a backpack laying against the back of the table. Best way to get to it is to enter permafrost head left instead of going through the big doors and go down the shaft being careful not to fall. Location 114 -34 -179
• Sissthra Rune: Obelisk of Lost Souls in the Antheneum of Shadows room. This is on the west side of the Obelisk of Lost Souls. You will have to have the access quest Summoning the Creator completed to access the second area below for this one. Location -429 395 243
• Rett Rune: Obelisk of Lost Souls in the Anchor Room and it will appear as a book next to a cabinet. The cabinet will be on the bottom part of the Anchor Room and you can just drop down being careful about the mobs as well as the named that spawns in there. Like the Sissthra Rune you will need the Summoning the Creatore access quest completed to get this rune. Location -435 370 331
• Voth Rune: Obelisk of Lost Souls in the Instrument of Torture room on the table. It will appear as a scroll on the table. Location -45 595 286
• Nak Rune: Solusek's Eye in the Glass worker area of Solusek's Eye. It is located outside the glassworker on the ground to the right of the table in that room. The rune will appear as a stack of scrolls on the ground. Location -256 -516 94
• Fyrm Rune: Solusek's Eye inside the Glassworker Room. You will have to zoom out to the fullest 3rd person view in order to see it. The rune will appear as a scroll on a table towards the back of the room. Location -317 -516 127
