This quest is started by saving a gnome from a group of droags near the Dreadnever Crash site in the Bonemire (Realm of Twilight). The droags are around level 65 soloable, but you can get adds if you are not careful. As a requirement for completing this quest you must know the gnomish language. This can be bought from the baubbleshire in Qeynos or the gnome/ratonga starting area in Freeport. Visit the local scribe shop and they will sell it for a cheap 12 silver.
