The Avatar of Justice is located in Everfrost on an iceburg in the area which has the door to permafrost. This is one of the more tougher fights due to having to battle 6 level 88x4 creatures then a 7th 88x4 creature right after that. Each creature behaves like a guarding having a physical mitigation booster along with a buff called Robe of Justice.

After you destroy the 6 avatars of justice you will face a final Avatar of Justice who in lore refered to as the balif.
