The Avatar of Tranquility (Quellious) can be found in the Wu-Camp in Lesser Faydark. She is close to the quest give which is near the faydrakes and arena (Quellious spawns in the arena area). From what is understood to the article writer at this time you do not actually fight quellious, but undergo certain trials.
These trials will vary from class to class and if you manage to defeat them you will win the fight against her.
