In Everquest 2 Brell is also called the Duke of Below.  His Avatar can be found in Butcherblock Mountains and those who are aligned with Brell will get a blessing from him.  The starter for aligning yourself with Brell can be found in West Fort Irontoe in the ButcherBlock Mountains.
