In Everquest2 Cazic-Thule is the creator of many creatures.  However he is best known as the God of Fear.  His avatar spawns inside the Cave of Fear where the portal to the Shard of Fear is located.  The quest starter for Cazic-Thule is in the ButcherBlock Mountains on the path towards The Estate of Unrest.
